The Gishiwajinden, tells that at that time in the kingdoms of ancient Japan, there were people, apart from the king and queen, who played the role of government officials administering the kingdom. They were known as ministers and aides. It is thought that the Southern Inner Enclosure was the living area for the governing class. It is believed the residences located in the neighboring area to where the king and his family lived were the home of these high-ranking people.
